Police have released an image of an Arsenal supporter they want to speak to in connection with the bottle that was thrown at Dele Alli last month

The bottle hit the Tottenham player in the 72nd minute of Spurs' 2-0 win at the Emirates stadium on December 19

PC Jonathan Fryer, who is leading the investigation, said in a statement: 'This was a disrespectful act which showed complete disregard for both the players and the fans wishing to enjoy a peaceful match

South Africa to deliver budget faced with huge debt and blackouts News Al Jazeera

Finance minister under pressure to bail out power utility Eskom, set to reveal rescue plan on Wednesday.

South Africas Finance Minister Tito Mboweni faces a balancing act with his maiden budget if he is to reassure investors in the countrys troubled public electricity company without alienating union allies ahead of national elections.

He is under pressure to bail out the state power utility Eskom along with its dollar 30bn mountain of debt which is at the centre of the countrys mounting economic troubles.

Mboweni will deliver his budget to parliament in Cape Town on Wednesday at 12:00 GMT.

Analysts warn of tensions that may emerge should the restructuring lead to job losses.

President Cyril Ramaphosa announced this month that the utility would be divided into three, but unions have rejected that, saying it would lead to job cuts.

Over the past few weeks, the utility has implemented a nationwide programme of rolling blackouts as it failed to meet demand.

The scale of the power outages, unseen in more than a decade, has rocked the continents most industrialised nation, plunging businesses, homes and traffic lights into darkness.

But the ruling African National Congress has been warned by its coalition partner, the COSATU trade union federation, that sackings could damage their alliance ahead of national elections due on May 8.

"We remain totally opposed to any restructuring plan that will benefit the capitalist class and increase prices for the working class," said spokesman Sizwe Pamla.

Ramaphosa indicated last week that details of the governments rescue plan, which will be designed to stave off another damaging credit rating downgrade, would be revealed in Wednesdays budget.

Fears are mounting that if Eskom defaults on its massive debts, lenders would be entitled to call back other loans to different parts of the state including the troubled national carrier South African Airways.

Fraud, corruption and incompetence have gripped public sector businesses and compromised their credibility, while mounting debts have spooked investors.

"It has become clear that Eskoms coal heavy system is now a dangerous impediment to sustainable growth in South Africa," said Jesse Burton, a researcher at the University of Cape Towns Energy Research Centre.

Mzukisi Qobo, an associate professor at Wits Business School, said Mboweni would likely announce steps "towards eliminating wastage in government and offer a clue on whether government intends to increase taxes".

Several taxes, including VAT as well as levies on fuel and alcohol, were hiked last year in an effort to raise dollar 2.5bn to plug gaps in receipts at the tax collector.

Mboweni, who replaced former finance minister Nhlanhla Nene when he was forced to resign over meetings with the , took office in October.

His speech is also expected to address the countrys stubborn 27 percent unemployment rate as well as the overall sluggish economy which only returned to growth in December following a recession.

Net debt currently stands at around dollar 160bn, or 48.6 percent of gross domestic product GDP , according to the treasury. Michael Sachs, an economist at Wits University, said the government was being forced to borrow more to service its debts, creating a dangerous cycle.

He called for "an executive with clear and effective policies, that makes trade offs, confronts those trade offs and mobilises society behind those solutions".

"Whether we will get there after the election, I am not sure," he added.

Ramaphosa will be hoping Mbowenis speech treads a fine enough line to help him win a sixth term for the ANC, in power since the dawn of democracy in the country in 1994.

Heavy rain is coming to an end across Middle Tennessee, but many communities are already flooding or at risk for flooding.

In south Nashville, four people were rescued from submerged vehicles along Culbertson Road near Nolensville Pike. Officials said three vehicles tried to drive through high water and got stuck. The fire truck that went in after the cars ended up stalling out in the water as well. They had to bring in a second fire truck to assist.

"You just dont drive through the swift water. When you see the water that moves across the road, you dont drive through it, you go around it," said Nashville Fire Department District Chief George Owen.

Metro Nashville Public Schools have canceled all after school activities, including all athletic events and practices. YMCA Fun Co. and MNPS Extended Learning fee based programs will close at 4 p.m.

According to the Office of Emergency Management, the following roads will remain closed through Wednesday night in Nashville:

In Williamson County, at least two cars were submerged by floodwater in the parking lot of the Brentwood YMCA on Concord Road. The staff noticed the water was rising and moved their cars around 8 a.m., but these cars didnt get moved in time. The YMCA is open at this time, but staff members are asking visitors to park up near the church instead.

In Rutherford County, the heavy rains and saturated ground have created some trouble spots in La Vergne. Several homes in the area have significant flooding in their yards near Old Nashville Highway. Luckily, no water rescues or evacuations have taken place. The fire department has a special operations team on standby in case conditions worsen.

"That water table has rose, and were continuously monitoring, we have our street department thats out, our storm water department thats out. Our fire department, police department, just monitoring the situation as the water rises," said La Vergne Fire Chief Chris Clark.

Rain will end tonight. It will clear out west to east.

Look for calmer weather on Thursday with highs in the middle 50s.

The rain break is temporary as our next wave scoots in late Thursday and continues for Friday. More rain on Saturday there is a threat of severe thunderstorms too. It will be windy outside of thunderstorms.

Flooding again is going to be problem. Make sure to stay weather aware and check back for updates.

When its all said and done, as much as 5 to 7 inches of rainfall is expected through early Sunday morning.

Temperatures will range from a high Friday of 56 to a warmer 70 on Saturday.

Man Utd news: Ed Woodward delivers on promise as Red Devils near big Marcus Rashford boost - Duration: 4:05.

 She told The Sun: "There will be no messing. That's because Maria will be aware that as they step off planes, holding mum's hands, smiling and waving to the crowds, there can't be any crying or terrible twos or tantrums

" Ms Heren said five-year-old George and Charlotte, three, will spend lots of time outdoors with their royal nanny

 She said: "There will be lots and lots of outdoor play, that's the one thing you could say Norland are old-fashioned about

Loads of fresh air. "Lots of bike rides, playing with their dogs, potentially some gardening

Norland are very into teaching children through play. "Yes you are getting mucky with your hands in the soil but you are learning how to plant

 "If it is tipping it down, they will still go out. Wet weather is just inappropriate clothing, you have to put the right stuff on

 "It doesn't have to be strict. Just because Norland nannies wear the brown uniform, they look quite old-fashioned, that doesn't mean their message is old-fashioned

It's no nonsense." Ms Heren added that George and Charlotte's nanny will make sure the youngsters are prepared for royal events

 She said: "Maria will know their schedule. She will be doing a lot of explaining to them, what is happening

" And the Norton expert insisted that Ms Borrallo is likely to have a close relationship with the Duchess of Cambridge

 The Norton expert said: "I imagine she's quite chummy with Catherine. "When you see pictures of Catherine with the three children, she's very hands on, and yet you don't have a nanny if you are doing it all yourself

 "So that partnership between them – partnership rather than member of staff – will be the case there

" Norland College has trained more than 10,000 nannies since it was founded in 1892

 Nannies from the exclusive college wear the distinctive uniform, which Ms Borrallo has been spotted in a number of times
