That's the view of ESPN FC pundit and former Scotland and Chelsea star Craig Burley.

Mesut Ozil has been strongly linked with a move away from Arsenal this month with the Gunners short on cash.

Arsenal have been unable to sign players this month due to financial constraints and instead loan deals have been looked at.

Prior to tonight's match against Cardiff, Ozil had not started a Premier League match since October.

He has often been left out of squads altogether, as well as repeatedly missing matches through back injuries and illness.

There has been talk of a move away this month with Inter Milan and several Turkish clubs linked but Burley says Emery is unable to offload him with the German calling the shots in north London regarding his future.

"Here's the problem," Burley said of Ozil.

"I said back at the start of this season he was going to be a £300,000-a-week headache, not only for Unai Emery, but for the club.

"Now if they can get him out, obviously they're going to do that.

"But I can see him sitting tight.

"He's got that look about him where he's just going to say 'I'm really calling the shots here, I've got this big contract and if it doesn't suit me, I'm not going to go'.

"I'd like to see him go, I'm not sure Inter would be a great fit for a kind of playmaker who doesn't really work hard.

"I don't see him going, because of the wages."

Ozil is under contract with the Gunners until 2021.

The suit from the national and Texas branches of the League of United Latin American Citizens against Texas Secretary of State David Whitley and Attorney General Ken Paxton came in response to statements from the two Republican officials saying Whitleys office had discovered about 95,000 potential non US citizens registered to vote in Texas.

The from Whitleys office said roughly 58,000 of those identified had voted in at least one Texas election and pledged to investigate and refer individuals who are registered improperly to county registrars for further action.

Domingo Garcia, president of LULAC, said in a news conference on Tuesday that the advisory was an attempt by Republicans in Texas to "cheat their way to power."

"Voter fraud is a lie," Garcia said. "Its a big lie made to disenfranchise primarily African American, Latino voters in Texas."

In a statement, Paxtons office said, "We look forward to defending Texas policy of assuring that each person on our voter rolls is actually eligible to vote."

CNN has reached out to Whitleys office for comment.

The announcement from Whitleys office last week about potential voter fraud raised familiar alarm bells in Texas and across the nation. President Donald Trump despite no evidence that it occurs outside of rare, individual instances.

Paxton took to Twitter to announce Whitleys findings, issuing a tweet that amassed tens of thousands of retweets by Wednesday morning.

"VOTER FRAUD ALERT: The @TXsecofstate discovered approx 95,000 individuals identified by the Texas Department of Public Safety as non U.S. citizens have a matching voter registration record in TX, approx 58,000 of whom have voted in TX elections. Any illegal vote deprives Americans of their voice," Paxton tweeted.

On Sunday, Trump seized on the numbers from Texas, saying without evidence that they were the "tip of the iceberg." He later retweeted Paxton as well.

"58,000 non citizens voted in Texas, with 95,000 non citizens registered to vote. These numbers are just the tip of the iceberg. All over the country, especially in California, voter fraud is rampant. Must be stopped. Strong voter ID! @foxandfriends," Trump tweeted.

Whitleys announcement said his office would use state data on a monthly basis to "match potential non US citizens who have registered to vote" and then flag those registrations to the county level, where county voter registrars can "take action."

"Integrity and efficiency of elections in Texas require accuracy of our states voter rolls, and my office is committed to using all available tools under the law to maintain an accurate list of registered voters," Whitley said in a statement last week.

But Garcia, the LULAC president, said his groups initial review showed Whitleys evaluation was wrong and that a large share of the registered voters in the report were naturalized citizens.

LULACs legal complaint, filed in a Texas federal court, invoked a section of the Voting Rights Act forbidding voter intimidation and said Whitley and Paxtons efforts were an attempt to "intimidate legitimate registered voters from continuing to participate in the election process."

The system Whitleys office used to go through state data failed to take the naturalization process into account, the complaint said.

The suit asked for the Texas officials moves to be declared in violation of federal law and for a preliminary and permanent injunction barring the officials "from further actions in connection" with the advisory.

The American Civil Liberties Union and others who have long warned about such messages being used to limit voting access pushed back on the Texas officials claim.

Andre Segura, legal director at ACLU Texas, said that Texas did not know if the people flagged were actually noncitizens. The group said it had asked Texas to rescind the advisory and warned counties not to act on the advisory alone to "ensure that they do not act discriminatorily or infringe on the right to vote."

Arsenal transfer news: Denis Suarez did this to force Barcelona into agreeing deal - Duration: 2:11.

The 25-year-old midfielder is travelling to London to complete a loan move to the Emirates Stadium until the end of the season following a messy saga.

Suarez appeared to be facing transfer heartache after talks between Arsenal and Barcelona hit an impasse.

Nou Camp bosses were refusing to sanction a loan deal unless it contained a compulsory purchase clause, which Arsenal were reluctant to agree to.

La Liga rivals Real Betis were willing to stump up a transfer fee, and with Suarez's contract expiring in 2020, Barcelona wanted to cash in.

According to Sport, Suarez then made a suggestion to chiefs in a bid to seal his dream move to Arsenal.

It is claimed he personally floated the idea of extending his contract for a further season so the club could financially protect their asset.

Barcelona then ditched their demand for a compulsory purchase clause and agreed to let him join Arsenal.

Suarez has been eager to leave the Nou Camp due to his lack of game time.

He knows Arsenal boss Unai Emery well having played under the Spaniard during a loan spell at Sevilla in the 2014/15 campaign.

Despite knowing his game well, Emery has admitted he is unsure whether Suarez will be able to adapt to the physicality of the Premier League.

"I don't know now," he said after last night's 2-1 win against Cardiff City.

"It's a challenge for him, and also [it is a challenge for him] to help us."

Barcelona head coach Ernesto Valverde has wished Suarez well ahead of the switch being completed.

"I know Denis was in this situation," Valverde said. "It's not official yet and we have to wait a little.

"It was a possibility that everyone valued, and we hope that things go well."

Meanwhile, Suarez's girlfriend appears to have confirmed the Barcelona star is on his way to Arsenal.

"Good luck my love," Nadia Aviles wrote on Instagram.

"I am very happy for you and for being able to share this experience with you."
