FIRST STEP WILL BE THE NEED TO
DRAMATICALLY REDUCE THE JAIL
POPULATION.
WE HAVE ABOUT 9500 PEOPLE IN
CUSTODY IN OUR ENTIRE JAIL
SYSTEM.
THAT NUMBER MUST GET DOWN TO
5,000 PEOPLE TO ALLOW TO US GET
OFF OF RIKERS ISLAND.
