on Puerto Rico but the difference is this is an island sitting in the middle
of an ocean and it's a big ocean some very big oceans and if we're doing a
really good job
we are totally prepared for the second option not a preferred option but if we
take that option it will be devastating I can tell you that devastating for
North Korea that's called the military option if we have to take it we will
from yesterday President Trump asked about it once again morning North Korea
to back off during that news conference with Spain's Prime Minister meanwhile
Rex Tillerson arriving in China this week to talk about rising tension with
the rogue nation of North Korea John Bolton former US ambassador UN failed
American Enterprise Institute Fox News contributor with me in New York and good
morning to you morning I think from the viewers standpoint the rhetoric goes
back and forth every day like a ping pong where does this rhetoric take us
well I think the rhetoric itself is not so important I think what people should
focus on is really the continuing strategic clash between North Korea and
the world it's not just between North Korea in the United States and and the
clash is North Korea has demonstrated it has nuclear weapons indeed thermonuclear
weapons capabilities and it's been launching ballistic missiles we believe
can hit targets in the United States I think that's unacceptable to the
United States and we either find a way to get rid of the regime or get rid of
the nuclear weapons or as the president said you have to look at the military
option that continues day by day no matter what so we fly a b-1b bomber over
the coast I think it was the furthest north and the closer to the coastline
and what 50 years I do believe is is the fact meanwhile that North Koreans are
moving more assets to the eastern coast of their country what does all of that
tell you then well I think the inevitable outcome here is that China is
going to have to get involved or we will be at the military option so that's why
Secretary of State Tillerson Strip is potentially important you know China's
been able to say for 25 years to the United States you deal with North
Korea's you're a problem that really has never been the case they have sustained
North Korea ever since it was founded after World War two they are responsible
for North Korea getting a nuclear weapons program as much as anybody else
it really is China's problem and somebody needs to tell them okay that
President Trump goes there in November it'll be something to watch it's just
not North Korea it's also the issue of trade so we'll see how that goes this
administration has moved China and ways on this issue that the past three
administration's were unable or unwilling to do would you agree on that
I think so at least optically I would just caution here China has done this
bob-and-weave routine for 25 years they look like they're getting serious about
North Korea until our attention gets diverted and then they go back to
business as usual I don't think we can tell yet whether
this is a permanent change but ultimately it is China that can stop
North Korea China that can stop North Korea's nuclear weapons program China
that has to be held responsible for its behavior I know you saw this interview
from yesterday Fred and now Cindy warmbier
the parents of otto warmbier were with with Ainsley and Fox and Friends and
this was this was quite a story and this is part of their accusation against that
country in government now it was astounding to Cindy and I to discover
that North Korea is not listed as a state sponsor of terror we owe it to the
world to list North Korea as a state sponsor of terror what a gripping story
they have to tell what did you think of that you know people talk a lot about
personal relations and international affairs I think that's overstated but
one thing you cannot overstate and that's the character of the regimes that
we deal with and what happened to the warmbier family tells you everything you
need to know about North Korea you know it's an embarrassment to me
North Korea was on the list of state sponsors of terrorism they were taken
off by the Bush administration that never should have happened and they're
absolutely right it should be put back on immediately why did it happen then
because the administration had fallen under the siren song of those who say
you can negotiate with North Korea you can chitchat them out of their nuclear
weapons program was wrong then it's been wrong for 25 years it's wrong today so
they have fooled a lot of people up until now three straight
administration's will see if this next one is or is not thank you sir very my

facing Republicans and also clearly this decision from yesterday's hose
the Trump administration is sending more ships and military aid to Puerto Rico to
address the growing humanitarian crisis caused by Hurricane Maria conditions on
the island are getting worse by the day there's a shortage of food and water
millions are without power and officials say it could take more than a month just
to restore the basics President Trump says he will travel to Puerto Rico on
Tuesday comes as lawmakers intensify calls to try to help this u.s. territory
the Governor of Puerto Rico is so thankful for the great job that we're
doing and it's the most difficult job because it's owned the island it's on an
island in the middle of the ocean there's probably some very critical
medical needs that are unmet in those areas how do you deliver medicines and
life-saving supplies across roads that might still not be navigable and so the
challenges are extraordinary right now it's search its rescue its manatorian
and when we get the information we need from the administration we will be doing
more in Congress to act on all of these hurricane victims wherever they are
Stephanie is live in catania Puerto Rico where 60% of the population is actually
homeless now good morning Garrett yes Shannan in this area west of San Juan
was one of the hardest hit by flooding and you can see seven days after
Hurricane Maria but a lot of the side roads still look like I don't know if
you can see it maybe hard but right up here on the brick this is the waterline
of where it was a week ago in the waters have gone down but still there's a foot
or two of water here on a lot of the side roads the low-lying areas of this
neighborhood and you've got to tell you this isn't just water either because
there is no power and because there's no running water there sewage system is
backed up in this neighborhood so that has worked its way up to a lot of that
and this is what folks are having to walk through several times a day to get
back to their homes to and from in order to get food water and gas and that is
forcing folks to make some extremely tough decisions we only have certain
hours with light during the day which means what do we do do we spend our time
two hours three hours in a line in the grocery store five six hours in a
line to put gas on the car and our in the ATM if you are able to find one
those are the main challenges you can see a lot of the homes in this area had
their roofs completely ripped off by Maria so while they're trying to survive
they're also trying to rebuild and several folks we've spoken to this
morning have said that yesterday for the first time they saw folks from FEMA and
the Red Cross coming through this area but the actual help the supplies like
food and water is still yet to be seen and they say
that something they desperately need Shannon yeah just hearing him describe
the very basic things that take hours and hours to get if you can even find
them a good reminder about what they're facing there Garrett thank you very much
airports dammit seaports damage to make it very difficult to access and get
personnel to Puerto Rico next hour we'll hear from Roque long he runs FEMA will
talk to him about how the US government's acting now so help was on
the way but it cannot come too quickly yeah and he was just there on my name is
since briefs the president so it'll be interesting to see what he saw there on
the ground what they're recommending to the president as Congress says they now
wait to hear from him island nation and makes it that much more difficult but
they need it so we'll check out them meanwhile enough debris to fill a
hundred and twenty-five football stadiums that's how much damage is left
behind by Harvey in Texas you've got giant piles lining the
streets of Houston so how they're handling cleanup efforts there in a

strikes out again on any kind of Obamacare repeal GOP lawmakers likely to
get an earful from their constituents Arizona Senator Jeff Flake is up for
re-election in 2018 he joins us next as Republicans vow they're not giving up
just yet this is the most important thing I can ever do for the country
working with my colleagues is not to just repeal Obamacare but to replace it
with a system closer to where you live controlled by people you can vote for
and we're going to get there
we don't have the votes this Saturday that's not because of the substance of
the idea is because of the process the hand we were dealt there's plenty of
fight left in us like there's fight left in you we haven't given up on changing
the American healthcare system we are not going to be able to do that this
week but it still lies ahead of us and we haven't given up on that data Senate
Majority Leader Mitch McConnell after Republicans well for now they're giving
up on fulfilling the GOP seven-year campaign promise to dismantle Obamacare
after announcing yesterday there's not going to be a vote on the latest
replacement bill this week here's Kelly Anne Conway this morning urging
Republicans to try to explain this to their constituents they ran successfully
on repealing replacing Obamacare they're going to have to go home and explain to
their constituents why this wasn't good enough and that's going to be difficult
for many of the people who just can't get health care and health insurance it
was Anna Senator Jeff Flake joins us now live from the hill good morning senator
hi thanks for having me on okay so you're going to face your constituents
for re-election potentially next year what are you going to tell them about
how this played out well I obviously wanted to to get this across the finish
line I voted I intended to vote for Graham Cassady I voted for the other
measures that would have repealed and replaced so you know 155 thousand
Arizonans will wake up this morning without any insurance they will have
paid a fine to the federal government because they can't find affordable
insurance and so they're hurting badly and that's why I was certainly in favor
of measures to repeal and replace do you think it's going to play a factor of
this bill in primary races like yours where you're
facing dr. Kelly ward because simply people are angry at Washington and they
don't understand how after seven years of promises the White House the Senate
in the house something didn't get across the finish line well I certainly think
if I had voted against or stood against this proposal it would negatively affect
my reelection certainly but but I've been in favor I think I voted 37 times
to repeal and replace and and would do the same now so I think for those who
were voting against it yeah they'd have a bit of problem explaining that what do
you make of the president again tweeting today about getting rid of the
filibuster in the Senate dropping that 60-vote threshold for moving things
forward I mean there's been bipartisan opposition to that idea he's not giving
up on pushing it though well we you know there is bipartisan opposition to it you
should mention that we've had trouble getting 52 votes or the 50 votes plus
vice-president needed so that wouldn't have come to play here I I think that we
ought to change behavior here in the Senate not the rules the the filibuster
rule has certainly been effective and has helped those of us who believe in
limited government were not for the filibuster rule we'd have we'd have a
probably right to work laws gone across the country a lot of other more liberal
policies would have been enacted have we not had the filibuster so I'm certainly
not in favor of changing the rules are you feeling optimistic about tax reform
there's a lot of pressure I am I do think that this is an area that fits
well under reconciliation or under the 51 votes that we need by I think that
will get several Democrats to support this we desperately need it in terms of
the jolt to the economy we have a corporate tax rate that's the highest in
the world so we've got to deal with it okay there's been a lot of talking about
Democrats working together with you on this but I want to touch on health care
because you have Republican leaders Senate Majority Leader Mitch McConnell
talking about moving forward that opportunity to get this done with 50
votes expires on Saturday essentially unless something that's right unforeseen
happens do you think any Democrats come together on the issue of healthcare I
mean they've said listen as long as any talk of repeal is on the table that's
the end of it no discussion with Republicans at all so with Republicans
saying we're still moving forward on health care what path do you see well
there are ways we can approach it next year we can we can also do it under
reconciliation if we write the budget that way next year but you're right as
for now we're unable to Democrats coming forward working with us I just don't see
it on this issue right now that's why I think it was important to pass something
and then draw Democrats to the table believe me this would have been just the
start there are many parts of this health care system that we would have
had to fix with a bipartisan majority and a bipartisan vote but it's it's a
shame that we couldn't get started at least all right so I want to ask you
about one of my favorite topics the Supreme Court you're getting involved
urging the court trying to take up a case based on a ruling out of the Ninth
Circuit essentially they said they don't think that it's okay for there to be a
blanket policy that criminal defendants come into court in shackles they say
they don't like the appearance of it people are innocent until proven guilty
in this country then they should be of jackals face a judge face the jury and
make their case without this presumption that looks like they're already guilty
but I know you have grave concerns about what it means to court personnel every
time people are unchecked when they come in court you don't know exactly who they
are what they're accused of and what they may be capable of so how will you
try to urge the court to overturn the ninth
well just a little background here the Supreme Court has always ruled and
there's precedent that if you're to appear before a jury then then you can't
be restrained in a way that makes you look guilty and I think that that's
necessary and proper what the Ninth Circuit has done is contrary to what
other circuits have done has said if you're to appear before a judge that
there can be no presumption there and you can't be restrained in a way that
might make you look guilty what that does in in in Arizona for example where
the u.s. marshals alone in federal courts had 84,000 prisoner presentations
or times when they brought prisoners before a judge for a plea or for an
arraignment that the judge would have to make an individual determination as to
whether or not they could be restrained and that puts so much so many demands on
the marshals and also sheriff's and local law enforcement where they can't
even put restraints on
