UEFA have confirmed a restructure to the Champions League - including changing the kick-off times

and guaranteed entry to the group stages.

Liverpool's fourth-placed finish in last season's Premier League meant they had to navigate

a play-off in August - against Hoffenheim - to qualify for the competition proper.

But under new rules sanctioned today ahead of the 2018/19 season, the top four from England

- as well as Spain, Italy and Germany - will gain direct qualification into the group stages.

The tournament will also now have two new kick-off times, with the traditional 7.45pm

kick off being replaced by 5.55pm and 8pm.

The news comes as a boost to the Reds, who will no longer have to face a play-off in

order to gain entry into the group stages regardless of where they finish in the top

four.

Winning the Champions League - or Europa League - will also guarantee entry into the last

32.

However, if two teams who finish outside England's top four win those two competitions, then

the fourth-placed team would drop into the Europa League.

There will also be six other qualifiers - four champions of their domestic league, two 'non-champions'

- to make up the group stages.

The teams who finish fifth and sixth in the Premier League are also guaranteed a spot

in the Europa League group stages.

Meaning of Whis' Smile In DBS 129 Extended Preview

Whis is a constant neutral character in the Dragon Ball Super anime.

He is always polite and smiles at anyone regardless of the person's status.

Although food is one of the few things that makes him show his real character more, he can also be seen smiling when he witnessed a good fight.

This is true especially if that fight involves one of his trainees.

Goku's Ultra Instinct even made him blush like that.

The latest extended preview of Dragon Ball Super episode 129 shows Whis in a kinda different shade of happiness.

After seeing Goku breaking his limit once again, Whis was seen smiling a rather knowing smile.

Perhaps he knew back then that he succeeded in turning a mortal into a God-like creature.

This smile is a rather out of character for Whis, as he rarely does a sinister smile like that.

He only does that when he knows something that nobody does.

This smile is supposed to happen during Goku's transformation from Ultra Instinct Omen to Mastered Ultra Instinct.

Because we have only seen the visual so far, we still don't have a clue about the Mastered Ultra Instinct ability.

Whis' reaction could mean so many things.

It can mean Goku finally owned Ultra Instinct.

In his first transformation, the trigger for this is his absorption of the energy from the Spirit Bomb.

The second time he transformed, it was Kefla's enormous power that awakened the transformation.

The third and current transformation is triggered because of Jiren's overwhelming power.

The Mastered Ultra Instinct will probably be because of Jiren's overwhelming power, even to Ultra Instinct Omen.

There is a scene in the preview where Jiren shielded himself against UI Goku's Kamehameha.

After that, Jiren gave it back to Goku, the Saiyan received a direct hit.

breastmilk is the natural first food for babies it provides all the energy and nutrients that the infant needs

for the first months of life continues during their grow

Every year, in Southern East Asia countries including Indonesia

over 60,000 child mortality happened because

they didn't get their right to breastfeed exclusively

this could be happened because only 42 percent of Indonesian woman

that already committed to do it

A research done by me and University team involving

woman that has been through breastfeeding experience shows that lack of knowledge

became a critical factor that impacting their commitment

this research sampling held on Babakan Madang, West Java a rural area not so far from our capital city, Jakarta

where poverty still became a critical issue

their low economic ability and education level make them still have a lot with missunderstanding

about breastfeeding benefit

this is likely happen because they are exposed by wrong information

neither from their local believe or formula milk advertising

what Indonesia's local's believe somehow ruin their commitment

Old tradition such as giving a newborn baby some coffee, honey or banana

still happened because they don't wanna break their ancestors believe.

moreover a lot of formula milk company advertising in television influence them

to believe that formula milk are better than breastfeeding

The result is, they tend to prefer giving formula milk

because they think it's a new lifestyle, impressive and showing their prosperity

Its really ironic knowing this fact while they still facing poverty

a social project called

ASI HEULA ULAH NU LAIN or BREASTFEEDING ONLY, DON'T GIVE ANYTHING ELSE

Made by me and another public health students to break their wrong

mindset and perspective regarding the importance of exclusive breastfeeding

this campaign including a talk show inviting health experts and local public

figure to defeat their wrong believe information world early for the session

Information were deliver in a such innovative way

by doing games interactive dialogue and memorable jingles

local woman empowerment also created in order to form a continued supporting

group regarding exclusive breastfeeding

since this campaign successfully increasing their knowledge

I believe they could start eradicate hunger

malnutrition and child mortality

because public health is an art to understanding the society

the row between britain and the europen union over whether there'll be a hard border between

northern ireland and the irish republic, is set to intensify today.

the eu will publish a draft of the brexit withdrawal treaty - setting out in legally

binding text the proposed terms of the uk's departure.

the document is expected to say that northern ireland will have to follow the rules of the

eu's single market, if other solutions can't be agreed to avoid a hard border with the

irish republic.

this document is about the european

commission putting into legally binding text the agreements that have been reached between

the two sides, so remember those divorce issues, citizens rights, the brexit bill on the irish

border and also the transition agreement, that is what will be in this 120 page document,

and when it goes in black-and-white it will be interesting to see to what extent the uk

government and the european commission really are on the same page.

when it comes to issues where no final agreement was reached, such as over political hot potato

is like the future role of the european court ofjustice or the irish border, we will hear

from the commission what its fallback position is and when it comes to northern ireland,

that is keeping it inside a customs union with the eu and part of the single market

to safeguard, says the commission, the good friday agreement.

this is likely to cause uproar in the uk tomorrow, inside and outside government circles, but

we must remember this is a draft legal text that will still be discussed and amended by

the other 27 eu countries

and will then be passed to the uk government for negotiation, and i'm sure they will have

one of president trump's top advisers, jared kushner, has had his white house security

clearance downgraded.

mr kushner, who is married to president trump's daughter ivanka, had access to the president's

daily brief, a secret intelligence report.

he'll will now be unable to view many sensitive documents as our north america correspondent,

peter bowes reports.

ra rely rarely heard, but often seen by the side of the president, jared kushner has been

part of the present's in a circle since he entered the white house.

kenya's decision to ban the manufacture, sale and use of plastic bags last year was celebrated

globally and seen as a major step towards the reduction of plastic-related pollution

in the country.

and somalia and we are trained to follow those leads.

some of the ones we are finding that the vegetable vendors have a label that it is from uganda,

and we are trying to pursue many strategies so these bags can stop coming in.

the ban has pushed plastic bags onto the black market and the government is trying to stop

the trade.

retailers are left with

unused plastic bags and were asked to declare their stock and make plans to dispose of them,

but few did.

six months ago what you could see in market stalls across kenya we re see in market stalls

across kenya were plastic bags that were usually given to customers free of charge by the vendor

's. today each one of them has got only reusable bags which traditionally come at

an extra cost to the buyers.

this is what i use at the moment.

many homes have already adjusted to life without plastic bags.

the reusable bags are 110w plastic bags.

the reusable bags are now a necessity.

plastic containers are now used for food stories.

the containers take a lot of space compared to plastic bags and the food in the containers

is very little, because it you see the size of the container, that's the only thing i

can put in there.

i have to use to containers to feed my family.

so the container, despite the fact they are big, they are taking up

less room than the plastic bags used to, soi less room than the plastic bags used to, so

i have to look for a bigger fridge where i can put everything and be comfortable with

it.

several other african countries have outlawed plastic bags, including rwanda, mauritania

and eritrea, but kenya's ban is seen as one of the toughest in the world.

anyone caught with a plastic bag can be fined up to $500 and manufacturers can be fined

up to $110,000. since the ban took effect, there have been 150 arrests.

law at city, university of london.

let's talk about the issue of northern ireland because it's a big focus to the british government

with claims that brussels is making a land grab.

what is your assessment? it's an interesting state of affairs with the legal text to put

meat on the agreement of the joint report of december 20 17. all ofa joint report of

december 20 17. all of a sudden now we see a big?. will northern ireland remain in the

customs union and can this idea of full regulatory alignment actually be put into legal text.

what is your assessment?

there is still so much to try and sort out with this thorny issue and it's become a real

stumbling block.

it has indeed as we saw from the comments of the foreign secretary overnight that there

is a huge question about the practicalities of the enforcement issue.

is it possible to have no ha rd issue.

is it possible to have no hard border? we don't see any proposals from the uk. it's

an enormous legal commitment, so to do this without threatening the single market will

be the key thing on the eu negotiators minds.

let's talk about the law and the eu wants to hold britain to judgment about the law

and the eu wants to hold britain tojudgment in about the law and the eu wants to hold

britain to judgment in the european court of justice hold britain to judgment in the

european court ofjustice following brexit and obviously britain doesn't wa nt brexit

and obviously britain doesn't want it to happen.

where do the negotiations go from there on this issue? with regards to the withdrawal

issues, the eu is clear that the legal text is on -- unambiguous.

they have to enforce

the law in the transition period and there has to be a specific role.

going forward there is quite a lot on governance issues under negotiation and a role for the

court seems very likely if there is so much eu law as part of the agreement.

lots of businesses and companies will be happy for all of these matters to go to arbitration.

it will be very difficult after a0 yea rs of it will be very difficult after a0 years

of membership.

how much of this document is a negotiating gambitand this document is a negotiating gambit

and how much is going to translate into legal terms? we will see a much more concrete legal

solution to what has been agreed, but it does appear that a huge amount of the legal text

will still be fluid and subject to negotiation and it's unlikely that question such as the

border can be resolved here and now.

meanwhile, trade, we don't know what will happen.

we expect to hear from the know what will happen.

we expect to hearfrom the prime minister and a couple of days' time.

but as time ticks away, it's almost unbelievable

that there is a more to discuss on this issue.

there's huge uncertainty over this position which seems to co nsta ntly wa nti ng to over

we see the eu negotiation position is clear and it will be very difficult to have anything

close to a close partnership in the absence of respect for the single market and the customs

One Piece Creator Just Teased The 11th Strawhat Member

Hey everyone! Today, I want to talk about the 11th Strawhat in One Piece.

Before I begin, I want to let you all know that this post contains potential spoilers.

If you'd rather avoid spoilers, then this post isn't for you, and I suggest you stop reading here.

However, if you don't mind being spoiled, then let's begin.

As you all know, the Strawhat Pirates is a group that hails from Eat Blue, and is led by Monkey D Luffy.

Right now, this crew has a total of 9 members, 10 if you include Jinbe who is set to join after Whole Cake Island ends.

With 10 members, the Strawhats are definitely one of the strongest crews in the entire world of One Piece.

However, they're not going to stop at 10 members.

Some time ago, Eiichiro Oda confirmed that when the 10th Strawhat would join, the 11th would join almost immediately after that.

Everyone already knows that Jinbe is going to be the 10th Strawhat, which means that the 11th Strawhat will also likely join after Whole Cake Island arc, and before Wano.

As One Piece published its 88th volume, there was something really interesting that was noted during the Volume release.

The volume cover showed us the Luffy-Bege alliance; basically everyone important person who tried to take down Big Mom in this arc.

Since they included nearly everyone from the Sanji recovery team, Carrot was there as well.

However, a very interesting thing to notice is that Carrot was seen twice on the same volume cover.

That's right.

We can see Carrot as a member of the Sanji retrieval team, and also in her sulong form.

While this doesn't confirm her as the 11th Strawhat, it certainly does point out that Oda thinks of Carrot as someone really important to the Strawhats.

She isn't just another alliance member, or just someone important in one arc, like Rebecca.

Instead, she has acquired the role similar to that of Vivi, and even Trafalgar Law in terms of importance to the Strawhats.

The Minks were also allied with the Roger Pirates.

In fact, both Nekomamushi and Inuarashi were members of the Roger Pirates as well.

If the Strawhats draw any references from the Roger Pirates, then I'd say Carrot will 100% be the next Nakama after Jinbe.

Since both of them are in the same place, they'll join the crew together, once the arc is over.

I'm pretty sure that's going to be the case, but we'll need to wait for about 10 – 15 chapters to actually see if it'll happen or not.
