After the initial break, Ostapenko latched onto the weak serves of Williams, and several unforced errors helped, as she stormed back into the match to go 4-1 up with two breaks.
Williams struggled with her serve in the second set too, but went ahead 3-0 with a couple of early breaks as she started to hit more confident shots, including several crowd-pleasing double-handed passing shots.
Another break in the ninth game delivered her first set of the comeback.
In the beginning, it felt a little tough. But as the match moved on, I was less afraid. I knew I was not going to fall over and break, said Williams.
The more I played, the more confident I felt that I would be able to go for shots that I was afraid to go for in the first set.
In the super tiebreaker, Ostapenko raced to an 8-2 lead before quelling a brief recovery by Williams.

Adam Thomas final two pantomime performances have been cancelled, after the shows cast refused to go on stage following a pay dispute.
The former Emmerdale star had been cast in a production of Jack And The Beanstalk in Newcastle, alongside Denise Welch, who pulled out before the productions first show, but has been locked in a row with show bosses after being left unpaid.
Sources claim that the cast refused to go on stage after not being paid thousands of pounds, with disgruntled ticket-holders only being informed of the cancellation when arriving at the venue.
Drama: The final two performances of Adam Thomas pantomime Jack and the Beanstalk, held in Newcastle, has allegedly been cancelled following a pay dispute.
The final two performances of the production had been scheduled for Saturday, with theatre-goers expected to attend a matinee performance at 2pm and an evening performance at 7pm.
Ticket-holders were informed that the shows had been cancelled due to a problem with the heating system and were not given any prior warning.
However, it has since been alleged that his co-stars had threatened to walk away from the production, as producers had failed to pay the wages the cast were owed.

The source added that the pantomimes production company, NS Pantomimes, had an agreement to house some of its cast with local landlords, but they were forced to re-home themselves, as rent bills were reportedly left unpaid.
A source, meanwhile, has told MailOnline that all castmembers have been paid on a weekly basis, but the final payments for the production had been delayed.
They said: The final payments were delayed this week - this was communicated to the entire company with certain individuals not being happy about it.

One user penned: Came from Scotland to see @adamthomas21 in panto and its cancelled. Gutted..
Another agreed: Came to Newcastle especially for it so train tickets and cost of hotel wasted too, while one more user added: Oh that sucks! I had been gonna book to go, glad I didnt now! (sic).
