Márcio Dias was Brazil's ambassador in Asunción between 1995 and 1997,

a period in which Paraguay experienced great political unrest,

especially in 1996, when General Lino Oviedo tried to stage a coup d'état against Juan Carlos Wasmosy,

the first democratically elected Paraguayan President since the end of the Stroessner dictatorship.

In the oral history interview which we conducted with Ambassador Márcio Dias,

he tells us about how he played a crucial role in preventing a democratic rupture in Paraguay.

The interview points to the great challenge faced by Brazil at the time:

on the one hand, it had the capacity to defend democracy in Paraguay,

on the other hand, it didn´t want to be seen as an hegemonic power.

This interview is very important and useful

for researchers who study the Fernando Henrique Cardoso administration's foreign policy,

but also for those who study Brazilian regional foreign policy in broader terms.
