With Kim Jong Un's Surprise Visit, China Sends A Clear Message: It Will Not Be Excluded

Chinese President Xi Jinping and North Korean leader Kim Jong Un stunned the diplomatic world this week with an unannounced bilateral meeting in the Chinese capital.  Replete with surprise sightings of Kim's bulletproof train and an elaborate banquet, experts say the secret Beijing visit was a carefully choreographed message from China to the United States and South Korea, who are jointly focused on achieving Pyongyang's denuclearization.

Forced Into A Corner The summit between Kim and Xi follows the extraordinary announcement earlier this month that Trump and Kim had agreed to meet by May to discuss North Korea's nuclear weapons program.  The overture was a stunning change in posture after months of escalating threats and warmongering between Washington and Pyongyang, and was maneuvered by the diplomatic gymnastics of South Korean President Moon Jae-in.

Since his election in last May, Moon has made a fierce effort to prevent any kind of military confrontation on the Korean peninsula.

The South Koreans continuously sought relations with the North and facilitated messages between Pyongyang and Washington. Moon has organized an inter-Korean summit with Kim in late April, and proposed last week that he and Trump could even hold a three-way summit with Kim if their respective talks with the North Korean leader go well.

China has watched these events unfold from the sidelines with increasing "exclusion anxiety," according to Yun Sun, co-director of the East Asia Program at the Stimson Center, a research institute in Washington.

"China probably didn't see many other options than to reach out to North Korea.

It was almost forced into a corner," she said.

"In the past, China has seen the North Korean nuclear issue as a form of leverage in its relationship with the United States, and it has extracted a lot of bargaining power out of that issue with the Americans.

It has seen itself as an integral ― if not the central ― player in this issue.

It does not want to be reduced to being a bystander." China is afraid that its exclusion from international efforts to denuclearize North Korea could have broader implications down the road, Yun continued.

The Chinese fear that a rapprochement between Kim and Trump could diminish China's influence over the Korean peninsula, facilitate the unification of the peninsula and ultimately create a U.S.

military ally along the Chinese border.  "It's a far-fetched possibility, but nevertheless, it is a possibility," said Yun.  The meeting with Kim has got Xi "back in the game," echoed Bonnie Glaser, a senior adviser at the Center for Strategic and International Studies.  "Xi Jinping and China have really been marginalized over the last few weeks as the inter-Korean relationship has begun to improve," Glaser noted.

This week's meeting, she believes, allowed Xi to shore up his relationship with North Korea and convey some of the outcomes China would like to see from Kim's meeting with Trump.  Beijing And Washington's Divided Interests From Trump's perspective, China's role in addressing the nuclear threat from North Korea has, in many ways, been disappointing.

The U.S.

president had expressed hope that Xi would cooperate by restricting Beijing's trade relations with Pyongyang, which has only happened to a limited degree thus far.

"If China is not going to solve North Korea, we will," Trump told the Financial Times last year, after repeatedly tweeting about his frustrations over Beijing's apparent unwillingness to help rein in the North.

Even so, Trump has continued to push China to leverage its economic influence over North Korea.

China is the North's biggest trading partner, and has historically opposed harsh international sanctions on the isolated nation to prevent a regime collapse and consequent influx of North Korean refugees.

The countries' relations have worsened in recent months, however, as China bowed to international pressure and backed tougher U.N.

sanctions on Pyongyang.

Experts worry that Beijing and Washington's competing objectives and foreign policy disputes could hinder efforts to peacefully resolve tensions with North Korea, even at this critical time.  "The Chinese have always been fearful that [the American-North Korean relationship] could improve in a way that could be harmful to Chinese interests, or that somehow North Korea could be transformed into a partner of the United States.

It sounds crazy, but I hear them say this all the time," said Glaser.

She believes that the best possible approach to denuclearizing North Korea involves multilateral cooperation and trust, but said Kim has successfully undermined hopes of a collaborative effort by turning South Korean, Chinese and American officials against one another.

"It is in Kim's interest to divide the United States from South Korea and China, and try to get whatever he can from each of these countries.

If all three of them were aligned against North Korea, that would be the worst outcome for Kim," she said. "He's playing a weak hand very, very well."    .

BEIJING, March 29 (Reuters) - China warned the United States on Thursday not to open Pandora's Box and spark a flurry of protectionist practices across the globe, even as Beijing pointed to U.S.

goods that it could target in a deepening Sino-U.S.

trade dispute.

China could target a broad range of U.S.

businesses from agriculture to aircraft, autos, semiconductors and even services if the trade conflict escalates, the official China Daily newspaper said in an editorial on Thursday.

President Donald Trump's move last week to slap up to $60 billion in tariffs on some Chinese imports has since provoked a warning from Beijing that it could retaliate with duties of up to $3 billion of U.S.

imports. China's biggest U.S.

imports are aircraft and related equipment, soybeans and autos, with the total bill about $40 billion last year.

"The malicious practices of the United States are like opening Pandora's Box, and there is a danger of triggering a chain reaction that will spread the virus of trade protectionism across the globe," a commerce ministry spokesman said.

The official line from China continues to be stern even as Beijing says it is all for dialog and negotiations.

The feedback from U.S.

and Chinese officials on the nature and extent of trade talks remains mixed, media reports show.

micro-chips and move more quickly to finalize rules allowing foreign firms to take majority stakes in Chinese securities firms, citing people briefed on the negotiations.

Chinese customs data shows the U.S.

accounted for just $2.6 billion, or 1 percent, of China's total semiconductor imports last year by value, with suppliers in South Korea, Taiwan and Japan commanding a bigger share.

But a source in the U.S.

semiconductor industry said U.S.

companies have slightly more than 50 percent of China's market for chips, though export data does not reflect that because much of the product is sent offshore for low value added processing.

The source said the U.S.

semiconductor industry had not asked the Trump administration to urgeChina to buy more U.S.

chips and had been told by senior U.S.

officials that the U.S.

government had not made such a request to Beijing.

"We don't need China to buy more chips," the source said, adding that U.S.

industry was concerned about being targeted by Chinese non-tariff barriers.

"It's more about (Chinese) subsidies, IP protection, and cyber rules," the source said, referring to concerns over Chinese retaliation.

China has long said it would like to import more U.S.

high-tech goods, including high-end chips, but has been stymied by U.S.

export controls set on national security grounds.

The Trump administration is accusing Chinese firms of stealing intellectual property and forcing U.S.

firms to share commercial secrets - allegations that China denies.

On Thursday, China's State Council, or cabinet, said transfers of Chinese intellectual property rights to foreign investors will be reviewed if national security is determined to be at stake, or if core technological innovations are involved.

Government approval will also be needed for intellectual property transfers involving semiconductors, software and agriculture.

consumers. While China hopes the U.S.

will resolve trade conflicts with China through dialog, it will take all possible steps to protect its interests, ministry spokesman Gao Feng told a regular briefing in Beijing.

"Negotiations must be equal, and China will not accept any consultation under unilateral coercion," Gao said.

On Wednesday, Trump's top trade envoy said he would give China a 60-day window before tariffs on Chinese goods take effect, but added that it would take years to bring the two countries' trading relationship "to a good place." The tariff list is expected in the next several days.

The China Daily on Thursday quoted Premier Li Keqiang as telling a U.S.

Congressional delegation this week that China was open to dialog but "fully prepared with countermeasures." It warned that if the conflict continued to escalate "China could consider taking reciprocal measures against U.S.

imports of agricultural products besides soybeans, as well as aircraft, automobiles and semiconductors." "And should the Trump administration further obstruct Chinese investments in the U.S., even tougher measures such as restrictions on imports of U.S.

services and similar investment reviews would likely be on the table," it said.

Separately, Hong Kong's South China Morning Post reported on Thursday that U.S.

and Chinese officials had been holding talks to shield American soybeans and other agricultural products from trade sanctions.

China is still considering import curbs on U.S.

soybeans, U.S.

Soybean Export Council Asia director Paul Burke said on Thursday, following a meeting with the Ministry of Agriculture.

Malala Yousafzai returned to her home country of Pakistan for the first time since the Taliban attempted to assassinate her in 2012.

The girls' education activist landed in Pakistan early Thursday morning with her brother and father.

The 20-year-old Nobel Prize laureate met with Prime Minister Shahid Khaqan Abbasi in Islamabad where Abbasi and other government officials honored Yousafzai during a small ceremony.  "Welcome home," Abbasi told Yousafzai during a press conference, Reuters reported.

"We are very happy that our daughter has come back.

When she went away, she was a child of 12.

She has returned as the most prominent citizen of Pakistan."  The Nobel Peace laureate Malala Yousafzai has returned to #Pakistan after 5 years and being honoured by the Prime Minister of Pakistan at a special ceremony.

"For the last five years I've dreamed that I can set foot in my country," she said in clip captured by ABC News.

"Whenever I travel in place, car, I see the cities of London, New York; I was told 'Just imagine you are in Pakistan, you are traveling in Islamabad, that you are in Karachi.′ It was never true.

But now today I see [that] I am very happy."  As the audience broke out into applause, Yousafzai began to cry and paused to cup her hands over her face.  "I don't normally cry," she continued.

"I'm still 20 years old but I've seen so many things in life."  Malala Yousafzai, the world's youngest Nobel Peace Prize laureate, pauses to wipe away tears during an emotional speech on her first return to Pakistan since she was shot by the Taliban in 2012.

She was just 15 when members of the Taliban shot her and two other classmates on a school bus as they made their way home from school.

After the attack, the Taliban, which has condemned female education, vowed to kill Yousafzai if she ever returned to Pakistan. Details of her visit, like her location, have not been publicly confirmed for security reasons.

Days before her surprise visit to Pakistan, Yousafzai tweeted about her home country: "On this day, I cherish fond memories of home, of playing cricket on rooftops and singing the national anthem in school.

Happy Pakistan Day!" The human rights advocate currently attends Oxford University and is about to publish her third book titled We Are Displaced: True Stories Of Refugee Lives.   Fans and fellow Pakistanis welcomed the young activist back to her home country on Twitter.  Welcome back to homeland @Malala, your courage inspires millions.

YANGON (Reuters) - Prominent human rights lawyer Amal Clooney has joined the legal team representing two Reuters reporters jailed in Myanmar, who are accused of possessing secret government papers, her office said on Thursday.

A court in Yangon has been holding preliminary hearings since January to decide whether Wa Lone, 31, and Kyaw Soe Oo, 28, will be charged under the colonial-era Officials Secrets Act, which carries a maximum penalty of 14 years in prison.

The journalists had been working on a Reuters investigation into the killing of 10 Rohingya Muslim men in western Myanmar's Rakhine state during an army crackdown that began in August, which has sent nearly 700,000 people fleeing to Bangladesh.

Lawyers for the two reporters on Wednesday asked the court to throw out the case, saying there was insufficient evidence to support charges against the pair.

"Wa Lone and Kyaw Soe Oo are being prosecuted simply because they reported the news.

I have reviewed the case file and it is clear beyond doubt that the two journalists are innocent and should be released immediately," Amal Clooney was quoted as saying in a statement released by her office.

"The outcome of this case will tell us a lot about Myanmar's commitment to the rule of law and freedom of speech," said Clooney, who is married to actor George Clooney.

Zaw Htay, spokesman for Myanmar's civilian government, declined to comment.

Government officials have previously denied the arrests represent an attack on press freedom, which rights advocates say is under growing threat in the Southeast Asian country.

Myanmar's ambassador to the United Nations, Hau Do Suan, said last month that the Reuters journalists were not arrested for reporting a story, but were accused of "illegally possessing confidential government documents".

Gail Gove, chief counsel of Reuters, said retaining Clooney would strengthen the company's international legal expertise and broaden efforts to secure the release of the reporters.

Wa Lone and Kyaw Soe Oo have been in custody since their arrest on Dec.

The pair have told relatives they were arrested almost immediately after being handed some rolled up papers at a restaurant in northern Yangon by two policemen they had not met before, having been invited to meet the officers for dinner.

The district court in northern Yangon will hear arguments from prosecutors and defense lawyers on the motion to dismiss the case on April 4.

Fire, Riot At Venezuelan Police Station Leaves 68 Dead

VALENCIA, Venezuela (Reuters) ― Rioting and a fire in the cells of a Venezuelan police station in the central city of Valencia killed 68 people on Wednesday, according to the government and witnesses.

Families hoping for news outside the police station were dispersed with tear gas and authorities did not give information until late into the evening.

"The State Prosecutor's Office guarantees to deepen investigations to immediately clarify what happened in these painful events that have left dozens of Venezuelan families in mourning," said Chief Prosecutor Tarek William Saab on Twitter.

Venezuelan prisons are notoriously overcrowded and filled with weapons and drugs.

"Forensic doctors are determining the number of fatalities," Santander said.

A policeman was shot in the leg and was in a stable condition and firefighters had extinguished the flames, he said.

Many Venezuelan prisons are lawless and have been for decades.

Prisoners often openly wield machine guns and grenades, use drugs and leave guards powerless.

"There are people who are inside those dungeons (.) and the authorities do not know they exist because they do not dare to enter," said Humberto Prado, a local prisons rights activist.

MOSCOW (Reuters) - Russia has ordered 60 U.S.

diplomats to leave by April 5, the foreign ministry said on Thursday, in a retaliatory move against Washington which expelled a similar number of Russian diplomats over the poisoning of a Russian spy in England.

The foreign ministry said it had declared persona non grata 58 diplomats in Moscow and two general consulate officials in Yekaterinburg in the row over the poisoning of former Russian double-agent Sergei Skripal on March 4.

Moments before the ministry announcement, Foreign Minister Sergei Lavrov said Russia would respond in kind to the mass expulsion of diplomats by Western governments which include, apart from the United States and Britain, most member states of NATO and the European Union.

"The measures would be reciprocal.

They include expulsion of the equivalent number of diplomats and they include our decision to withdraw our agreement to allow the United States' general consulate to operate in St.

Petersburg," Lavrov told a briefing.

The attack on 66-year-old Skripal and his daughter, which Britain has blamed on Russian President Vladimir Putin and says was caused by a Soviet-era nerve agent Novichok left on the door of their home in England, has driven relations between Russia and the West to a new post-Cold War low.

Russia has denied involvement in the attack on the Skripals and says it suspects the British secret services are trying to frame Russia to stoke anti-Russian hysteria.

Skripal, a former Russian military intelligence who betrayed Russian agents to Britain and then was exchanged in a spy swap deal, is still in a critical condition from the attack.

His 33-year-old daughter was also in a critical condition though the English hospital where she was being treated said on Thursday that her condition had improved.
