of soft touch Britain as terror sentences finally toughened terror

offenses will no longer be treated with kid gloves by the British justice system

with a raft of new sentencing guidelines set to impose far harsher terms while

high-level terrorists will continue to be met with a minimum forty year jail

term lower level offenses will be now dealt with far more seriously

terrorists caught in the early stages of a terror plot will no longer be let off

with jail terms lasting just a few months while those assisting terrorists

even slightly will also be cracked down on the changes have been introduced

following the rise of low-tech attacks such as those involving cars or knives

which require little planning in the UK three attacks involved vehicles last

year while knives were used in the Westminster in London Bridge atrocities

today the UK's Sentencing Council will publish the first comprehensive guidance

on a number of terrorism offences for courts in England and Wales dot

sentencing council chairman Lord just as tracy said terrorist offences are among

the most serious that come before the courts offending can include an

extremist cell plotting a deadly attack on the public someone trying to make a

bomb or another recruiting for a terrorist organisation as well as the

threat to people's lives terrorist activity threatens the way our society

operates these threats have evolved and we are ensuring that courts have

comprehensive guidance to help them sentence offenders appropriately so they

are properly punished and their activities are disrupted other offenses

covered by the new guidelines include causing or attempting to cause an

explosion collecting or sharing extremist material raising funds for

terrorism glorifying terrorist acts and joining or supporting a banned

organization the new guidelines will keep the same maximum sentence of life

with a minimum term of 40 years for section 5 cases

but the sentencing range for the lowest level crimes will be set at three to six

years compared to 21 months to five years under the existing guidance the

sentencing council said it decided that when considering these actions in the

current climate where a terrorist act could be planned in a very short time

period using readily available items such as vehicles as weapons combined

with online extremist material providing encouragement and inspiration these

lower level offenses are more serious than they have previously been perceived

dot work started on the plans in 2016 but they are being fast-tracked after

Britain was hit by five attacks last year Justice Minister Rory Stewart said

we're determined to keep communities safe by deterring and disrupting terror

activity in every way we can we've already extended the scheme for

appealing unduly lenient sentences to cover more terror offenses and these new

guidelines will help ensure those who encourage plot or carry out these

horrifying crimes are properly punished the guidelines come into force on April

Breaking News Today⚠️World War 3 is now 'CLOSER than ANY TIME' since the Cuban Missile Crisis - Duration: 3:22.

news

welcome to USA breaking news today please subscribe and click notification

box to get all breaking news alert breaking news today World War three is

now closer than any time since the Cuban Missile Crisis claims expert World War

three is closer than any time since the Cuban Missile Crisis after the Salisbury

crisis that saucer gaze crippled and his daughter poisoned by a military-grade

nerve agent it has been claimed Phil Butler a geopolitical analyst issued the

stark warning and explained that the Teresa made strong response to Moscow

combined with the appointment of John Bolton as Donald Trump's new national

security adviser could make for a new world war he said looking at president

Trump's seeming eagerness to jump on board combined with his appointing the

psychotic John Bolton as national security adviser the picture does not

look good at all the level of aggression has simply ratcheted up many notches I

am sure this is why mr. Putin warned the world of Russia's new and devastating

weapons the Kremlin surely knows more than any of the rest of us short-answer

World War 3 is closer than at any time since u.s. President Kennedy and Soviet

leader Nikita Khrushchev sorted things out mr. Butler then launched an attack

on the UK's response to the Salisbury poisoning by stating that the West has

unleashed a large-scale onslaught on every front against Russia and President

Vladimir Putin the analysts then continued to defend the actions of

Russia by labeling the poisoning of mr. scribal and his daughter as a chemical

weapons charade that is part of a wider ranging plan targeted against Moscow he

went on the UK chemical weapons charade is just part of a plan involving

widespread cyberattacks social and political assaults media manipulation

and real strategic and tactical elements take for example the Israeli hype over

Gaza incursions and presumed Hezbollah intercessions look at the whole spectrum

and you see what I mean mr. Butler then suggested that Teresa

may strong response to mr. Putin is an excuse for the UK to create a wave of

opposition against the Russian World Cup in the recently approved Nord Stream to

gas pipeline he went on yes this is exactly what is happening while Nord

Stream and other facets are important but the World Cup is where the liberal

order has put mr. Putin in a tough position I am sure he will parry this

step but think about empty stadiums and the gut-punch this would be Putin's

response to this if it happens has to be perfect or the world gets split down the

middle nations around the globe joined Teresa

May in expelling Russian diplomats marking a sign of solidarity against

aggression from Moscow mr. Putin is set to announce his response to the slew of

expulsion 'he's in the coming days meanwhile Mrs May has promised clear

action against Russian cyber warfare initiatives by announcing the fusion

doctrine that is set to counter threats in the new military realm the move will

surely reinforce the strong signals that have been sent to Vladimir Putin since

the Salisbury incident thanks for watch please share like comment this video and

CNN Student News - March 29, 2018 | North Korean leader Kim Jong Un has made his first trip abroad - Duration: 6:36.

Welcome to CNN 10, your objective explanation of world news.

A

heavily armored train pulled into a station in the Chinese capital of Beijing earlier

this week, increased security there.

The removal of

tourists from the area and the fact that the train looked like one that North Korea`s leaders

have used on trips abroad all led observers to

speculate that North Korean dictator Kim Jong-un was on it.

They were right.

He was there to meet with Chinese President Xi Jinping.

The North Korean leader is also supposed to meet with U.S. President Donald

Trump in the months ahead but a date hasn`t been set for that.

Some U.S. officials say the fact that Mr. Kim engaged in diplomacy with China could

mean it`s more likely he`ll follow through in talks with

America.

Others see it as a sign that China may try to play a role in talks between North Korea

and the U.S.

So, the full significant of this trip isn`t known yet.

But it did catch other countries by surprise.

China and North Korea dropped the diplomatic bombshell on Wednesday,

simultaneously confirming that North Korea`s leader made a secret four-day visit to China.

They waited until after the meeting was over and after the

special train carrying Kim Jong-un crossed the border back into North Korea to reveal

that the visit took place.

This is Kim`s first foreign trip since he assumed the throne in Pyongyang more than

six years ago.

China is North Korea`s oldest ally, but the

relationship has been frosty for years, especially after multiple North Korean nuclear weapons

test and missile launches were all banned by the

United Nations.

In Beijing, China`s leader gave Kim and his wife the red carpet treatment.

Xi Jinping called their alliance a strategic choice that shouldn`t change

because of individual incident.

As for Kim, he suggested denuclearization on the Korean peninsula could be possible

if the U.S. and South Korea cooperate.

This is the surprise beginning to what`s expected to be a busy period of high level diplomacy

for North Korea`s young leader.

He`s scheduled to

hold the summit with the South Korean president in April and sometime after, he may make history

with a face to face meeting with President

Trump.

The White House quick to claim credit for Kim`s trip to Beijing, arguing it`s the result

of the so-called maximum pressure campaign to impose

economic sanctions on Pyongyang.

If all goes according to plan, Kim will rapidly go from extreme international isolation to

sitting down at the

negotiation table with the leaders of the two most powerful nations on the planet.

Ivan Watson, CNN, Seoul.

A former U.S. Supreme Court justice is calling for a major change to the U.S. constitution

and his suggestion has stirred up debate and

controversy across America.

Former Justice John Paul Stevens served on the high court from 1975 until he retired

in 2010.

He recently wrote an opinion essay that was published this week in "The New York Times".

In it, he said the demonstrators who participated in last

weekend`s March for Our Lives events should go a step further than demanding new restrictions

on gun ownership in America.

He said that they

should demand a repeal of the Second Amendment.

That part of the U.S. Constitution says this: A well regulated militia, being necessary

to the security of a free state, the right of the people to

keep and bear arms, shall not be infringed.

Stevens, in line with what many gun control advocates argue, suggests that the Second

Amendment is talking about militias having the right to bear

arms, and he says, quote, that concern is a relic of the 18th century.

But in 2008, the Supreme Court established that the Second Amendment applies to

the individuals` right to bear arms, in line with what many gun rights advocates argue.

Former Justice Stevens was on the Supreme Court at the time of that ruling.

He was among those who dissented or disagreed with it.

Stevens wrote that repealing the Second Amendment altogether would make it easier to create

new gun restrictions.

U.S. President Donald Trump who himself has called for some new restrictions on buying

guns and certain gun components responded that the

Second Amendment would never be repealed.

The White House says that the nation should focus on getting weapons away from dangerous

people but not

on, quote, blocking all Americans from their constitutional rights.

And Republican and Democratic leaders in Congress, even those who support new gun restrictions

have indicated they also support the Second Amendment.

The U.S. Constitution has been amended 27 times since it was signed in 1787.

Experts say it`s very difficult to do.

And even if Congress or the

individual states met the threshold for a new amendment or a constitutional convention,

it`s still take three-fourths off the states to ratify any

changes to the Constitution.

None of its first 10 amendments has ever been repealed or changed.

Ten-second trivia:

Which of these sea creatures is also called a devil ray?

Manta ray, skate, stingray or marlin?

The answer here is the manta ray, the largest type of ray there is whose wingspan can stretch

as far as 30 feet.

Thirty feet was the Guinness world record for the largest manta ray wingspan ever recorded.

Usually, they`re not quite that big.

And while our friends at "Great Big Story" tell us that we should never try to touch

a manta ray in the wild, they did follow a woman whose life`s work

is to do just that.

A lot of her research on manta rays has carried off the coast of the East African country

of Mozambique.

Let`s go for a swim.

A sheriff`s office in Eastern Pennsylvania has issued an arrest warrant for a rodent.

Wanted, Punxsutawney Phil.

He`s suspected of

deception.

Back on Groundhog Day, as part of the American tradition, Punxsy Phil saw his shadow.

Legend has it that that means there`d be six more weeks of

winter.

But when a snowstorm hit last week after the six-week period had passed, the sheriff`s

office said it was sick of a rodent masquerading as a

meteorologist.

Guess they thought his predictions were Groundhogwash.

They got tired of woodchucking up the weather to chance.

Maybe a whistleblower named a

whistlepig, and even if he never varmint to cause any harm, he might have just varmint

his match.

Only time will tell if this leaves him with a

punxsutarnish reputation.

to defeat Russia after attack with new cyber warfare initiative Theresa May has

promised to defeat Russia following the Salisbury attack with a new cyber

warfare initiative entitled the fusion doctrine that will aim to tackle the

threats imposed by cyber warfare it has emerged in her forward to the new

national security capability review the Prime Minister blasted the poisoning of

Sergey scribal and his daughter as a brazen and reckless act of aggression as

she discussed the importance of the new plan she said over the past year in the

UK we have witnessed appalling terrorist attacks in London and Manchester but

also a brazen and reckless act of aggression on the streets of Salisbury

attempted murder using an illegal chemical weapon amounting to an unlawful

use of force against the UK as long as we defend our interests and stand up for

our values there will continue to be those who seek to undermine or attack us

dot but these people should be in no doubt that we will use every capability

at our disposal to defeat them crucially what all of these incidents have made

clear is that our national security is conditional on not only the police and

security services who work so hard to keep us safe at home or on the brave men

and women of our armed forces working tirelessly around the world but on our

ability to mobilize most effectively the full range of our capabilities in

concert to respond to the challenges we face Mrs May has told British

intelligence services to use social media to prevent the spread of

misinformation the UK's chief of the air staff Sir Stephen Hillier also iterated

the growing severity of the eastern threat by declaring that the world's

global networks are being challenged by Russia dot he explained in an era when

the global networks we rely on are being challenged by Russia and other states

space operations has become an increasingly important part of RAF

business as natural and operating domain for our men and women as the skies and

cyberspace are already the new initiative is seen as a way to tackle

him problems that are not able to be dealt

with using traditional means security sources also told the Telegraph that the

UK must harness soft power and counter-propaganda on social media

networks suffocating hashtags on Twitter to prevent terror groups such as is is

from spreading their message was also mentioned it is understood that since

the Salisbury attack the Kremlin has output it as many as 20 different

stories explaining events to confuse the picture and confuse the chargesheet

a senior Whitehall official emphasized that the UK needs the ability to dispel

those stories in an effort to deal effectively with the Russian counter

narrative dot they commented it's sometimes easy to think about hard-edged

direct delivery capabilities but actually in the modern era particularly

with social media in the era of cyberspace those other capabilities

communications some of the soft power these are important too it was really

important as we navigated our way through the last couple of weeks and as

we go through the future that we have been able to deal effectively with the

Russian counter narrative it's important not only that we are able to dispel

those stories in our diplomatic activity and we were which is why we were able to

secure the only collective expulsion of intelligence officers and other covered

networks under diplomatic cover but also to be able to counter that narrative in

public it's sometimes easy to think of national security being the delivery of

hard-edged direct delivery of capabilities but actually in the modern

era particularly with social media in the era of

cyberspace those other capabilities communications some of the soft power

these are important tools the bolstered response from the UK comes after nations

unanimously voted to expel Russian diplomats on Monday that will have

surely sent a strong message to Moscow following the Salisbury incident the

Kremlin is understood to be putting together a response that will be

announced by Vladimir Putin in the next few days thanks for watch please share
