 Emery was appointed Arsenal boss in the summer after Arsene Wenger left the club

 Emery led the Gunners on an unbeaten 22-match streak earlier this season and the Emirates outfit are in the top four ahead of the weekend's action

 They are also in the knockout stages of the Europa League but were dumped out of the FA Cup last week

 Emery has made a positive impression in his first six months at the Emirates. And now he has revealed what he said to his squad upon meeting him

 When asked by Soccer AM the first thing he told his Arsenal team, Emery said: "We need and we want and we have a new opportunity to write a new history, starting today

" Emery wasn't overly busy during the January transfer window, making just one signing

 That was Denis Suarez, who arrived on loan from Barcelona on the final day of the window

 The midfielder will stay at the Emirates until the end of the season, with the Gunners then having an option to buy

 Suarez previously worked under Emery at Sevilla, helping the club win the Europa League

 And the new arrival revealed what makes Emery a special coach. "I think the main thing is that he dedicates a great deal of time to his work," he said

 "He spends many hours and days watching videos of other teams and his own side. "His training sessions are really demanding and he ensures that the team is completely prepared

 "But as I say, the biggest thing is the time he dedicates to his work. "As we'd say in Spanish, he's 'un enfermo del futbol' - football mad

" Arsenal's next game sees them visit reigning Premier League champions Manchester City tomorrow (4

30pm).

 Out-of-contract Paris Saint-Germain midfielder Rabiot has been linked, although is also on the radar of Barcelona and Tottenham per reports

 And claims from Italy have suggested Liverpool have had scouts watching Brescia teenager Tonali

 La Gazzetta dello Sport reporter Nicolo Schira has claimed that Liverpool have opened talks with the Serie B side over the youngster, who is also subject of interest from Juventus, Roma and both Milan clubs

 Brescia apparently want €35million (£30.4m) for the youngster - who was called up to Italy's senior squad last November - and owner Massimo Cellino has recently declared Liverpool have been in contact with him over Tonali

 And Burley, rating the latest transfer rumours for ESPN FC, suspects the Italian is the type of acquisition Jurgen Klopp could make - although he believes Rabiot is Barca-bound

  "Well they are interested in Rabiot but so are one or two others, particularly I think Barcelona," Burley said of the Merseyside outfit

 "I'd be surprised if Rabiot goes to Liverpool with the other offers he's got.  "The one thing I'd say with this [Tonali] that makes me think it might happen is because Liverpool's transfer policy has been pretty good of late, certainly since Klopp has come in

  "They're trying to bring the squad through as a younger squad.  "Keita came in in the summer, they've made some good signings, got ahead of the game

  "That's why that could be a possibility." Liverpool have not looked to make any January signings, though they have allowed Dominic Solanke - in a £19m deal - and Nathaniel Clyne - on loan - both to join Bournemouth this month

When President Trump agreed to end the historically long government shutdown on Jan. 26, he said the fiasco he triggered would be repeated in three weeks unless Congress came up with a deal on border security that he could accept. Since then, however, Trump has signaled that he doesnt care what lawmakers do he may not force another shutdown, but he is determined to build his border wall, with or without Congress appropriating the money.

Trump has been floating the idea of ignoring whatever deal lawmakers strike, declaring a national emergency at the southern border and using emergency powers to fund the wall. But defying Congress dictates on how federal dollars should be spent would be legally iffy, set a horrible precedent and carry more than a whiff of authoritarianism.

Members of the House and Senate appropriations committees started meeting last week to try to bridge the gap between the dollar 7.3 billion in additional spending Trump has sought for border security including dollar 5.7 billion for work on a border wall that could cost and the Democrats have proposed, none of it for the wall. They had barely gotten past the pleasantries, however, before Trump that the bargaining was a waste of time.

Presidents cannot dictate where Congress spends tax dollars; they have to persuade lawmakers.

He sounded that theme again at a White House meeting Friday, saying, We will be looking at [declaring] a national emergency because I dont think anythings going to happen in the negotiations on Capitol Hill. I dont think Democrats want border security, he added.

Its always risky to take this presidents statements too seriously, no matter how many times he may repeat them. A case in point: Mexico will not be paying for the wall, at least not in any way thats real and measurable.

Yet Trump has painted himself into such a tight corner on this issue, it seems as if his only way out is to build some version of the wall he promised during his campaign. That may be why he has seized on the highly questionable idea of shifting money from some other, previously funded project under the rubric of a national emergency.

The issue isnt Trumps legal power to declare an emergency; Congress has given the White House wide discretion to make such decisions. Instead, the issue is whether any of the specific Congress has given the president to use in emergencies for example, to authorize the use of an unapproved prescription drug, to test a chemical weapon or sell surplus government property without a public auction could be applied to this situation.

Some observers including conservative former Justice Department official John Yoo in point to the 1982 Military Construction Codification Act, which states that when a national emergency requires use of the armed forces, the Defense Department may undertake military construction projects ... not otherwise authorized by law that are necessary to support such use of the armed forces. That strains credulity. The military doesnt need a wall to perform its work on the border, which isnt being overrun by enemy soldiers or even by migrant civilians, who are crossing in numbers far lower than in 2000. Instead, the system is being overwhelmed by the number of families seeking asylum.

The bigger problem is that Trump could set a precedent for future presidents to usurp Congress constitutional power over the federal purse by treating political disputes as national emergencies. Presidents cannot dictate how lawmakers spend tax dollars; they have to persuade Congress. And clearly, Trump is not doing so.

Regardless of Trumps posturing, lawmakers should craft a deal that addresses the humanitarian problems caused by the backlog in asylum requests and the surge in families seeking protection. They should also use the opportunity to provide permanent relief to Dreamers, the young immigrants brought to the country illegally by their parents when they were children. But they should not be cowed by the presidents posturing into wasting billions of dollars on an ineffective border wall. And if Trump carries out his threat to spend the money anyway, the courts should remind him that the presidents emergency powers have limits.

Man City News - Liverpool news: Jurgen Klopp hits out at Man City star Kyle Walker for controversia - Duration: 2:56.

 Liverpool had the chance to stretch their lead at the top of the Premier League to seven points on Wednesday night after City lost 2-1 at Newcastle on Tuesday

 However, their 1-1 draw at Anfield kept City within five points of the leaders and Walker was quick to poke fun at their titre rivals

 Alongside a picture of Leicester's goalscorer on the night Harry Maguire, Walker joked: "So basically they thought they were gonna go seven points ahead

" Walker quickly deleted the post but it still left Klopp upset. "I never celebrated that another team dropped points or lost a game

For me that's not allowed," Klopp fumed. "For supporters, it is a little bit different, for people involved I don't understand

 "There will always be a bunch of people who hope you win and another bunch who hope you will lose

 "You have to ignore both in your preparation, and in the end hopefully you celebrate with the ones who want you to win something

" City boss Pep Guardiola leapt to the defence of his player, saying: "I'm not concerned about the social media of the players, what they tweet or Instagram, or other social media

I cannot control it." Liverpool will be forced to play catch-up this weekend, with City hosting Arsenal on Sunday before Liverpool go to West Ham the following day

 Klopp faces going into the game with a makeshift defence yet again as Trent Alexander-Arnold and Joe Gomez are still injured

 Gomez has a fractured lower leg and Klopp revealed he might need surgery before he can return

 "I don't know. We will see. It is possible (he will need surgery), probably," Klopp said

 "It is not exactly going how we want, that's how it is. He needs more time. We will see exactly how we do it

 "There were different moments when we thought we could do this or that. It will take time
