Russian MoD: Agreement reached on third Syrian de-escalation zone north of Homs [SUBS] - Duration: 3:47.

Good afternoon!

The Russian Federation continues taking measures on reconciliation of the opposing sides in the Syrian Arab Republic.

In course of the fifth round of negotiations in Astana

creation of four de-escalation zones has been approved.

Two of them - in the south-west of the Syrian Arab Republic

and Eastern Ghouta near the city of Damascus, operate successfully.

On 31 July, the representatives of the Russian Defence Ministry and Syrian opposition represantatives held negotiations in Cairo.

As a result of the meeting, the agreement on third de-escalation zone functioning was reached (the zone to the north of the town of Homs).

This zone includes 84 inhabited areas with more than 147 thousand people.

According to the reached agreement, today on 3 August at 12 pm (local time) opposition units and government forces are to cease fire completely.

I would like to stress that like it is in both previous de-escalation zones, the ceasefire in the Homs area is not applied to the ISIS and Jabhat al-Nusra.

Moreover, according the agreements, the Syrian opposition has assumed obligation to expel all squads backing ISIS and Jabhat al-Nusra from controlled territories of the Homs province.

Starting from August 4,

along the contact line of the opposing sides in the Homs de-escalation zones

the Russian military police deploy two check points in the regions of Narb-Nafsa and Duair

as well as three observation posts in Hmira, Kubeybat and Tell-Almeri regions.

The Russian military police troops of the de-escalation control forces are to separate warring parties,

monitor ceasefire regime compliance and to provide unimpeded delivery of humanitarian aid and evacuation of wounded.

The sick and wounded will be able to get treatment in the military hospital and the Syrian medical centers.

The opposition in return will open the HOMS- HAMA road section located in the de-escalation area.

The local councils formed by the residents will solve day-to-day issues relating civilian life in the de-escalation area.

They will be responsible for restoration of administrative bodies, educational and social institutions, and other aspects of civilian life.

To ensure effective functioning of the de-escalation zone "Homs" the Committee of national justice will be formed.

. It will include representatives of the opposition and all the main ethnical, political and confessional groups of the region.

The Russian Federation will apply any effort to restore peace in Syria.

It is to be reminded that for the last 10 days the reconciliation agreements have been signed with representatives of 52 inhabited areas.

So, the total number of reconciled inhabited areas is 2095.

In the course of this period of time, the Russian servicemen have conducted 41 humanitarian actions.

The population of Syria has received over 55 tons of food products.
